In 2012, the European Energy Efficiency Directive 27/2012 / EU was published, which represented a qualitative step forward in this matter, as it obliged all buildings with a central heating system to install individual measuring devices, distributors of heating cost in radiators or individual counters of heating.
In other words, ALL BUILDINGS must install a system in such a way as to pay for heating based on actual consumption and measured individually. And also established a deadline for that obligation: must be installed before December 31, 2016.
With this system of individualization of consumption and according to a study carried out by the University of Alcalá de Henares, the individual measurement of heating would imply a reduction of € 224 in savings per average Spanish family and a reduction of a total of 2.4 million tonnes Of CO2 per year.
And although the effective transposition of this Directive expired on June 5, 2014, the Government already has on the table a draft Royal Decree, currently being processed, in which it develops this obligation, which will fall on the owners’, according to The Ministry of Industry.
HOW IS THE SITUATION CURRENTLY
The truth is that there are only a few days to reach the deadline of 31 December 2016 and it is assumed that the European regulations should already have been applied. But the truth is that things are still going a little slow.
The transposition of the European Energy Efficiency Directive 2012/27 / EU into the Spanish legal system has been partially, partially. All matters relating to individual consumption meters and distributors of heating costs have been postponed. It can not be assured today when the next Government will act in this matter.
